Sen. Dick Lugar, was additionally included in Issue No. 818 of the United States Air Force (USAF) Counterproliferation Center’s Outreach Journal. It was Senator Lugar that admitted the plans for the facility began in 2005 when he Senator Barack Obama entered a partnership with Ukrainian officials.  The vacuum created by the Biden administration's hands off approach to  leading, has led to unlikely world leaders mediating a world where the superpower is AWOL.  Also emerging are those responding to the call for help in the Ukraine. China and Israel have become two of the emerging mediators in the ongoing conflict in the Ukraine. Vladimir Putin has met with both Chinese and Israel leaders to mediate the war with Ukraine.  President Zeleninskyy has also met with the Israeli Prime Minister to negotiate peace. Since NATO and Joe Biden have no interest in supporting the eager-to -join NATO nation of the Ukraine, volunteers are willing to risk their lives to join the effort from these very Nations whose leaders refuse to help militarily.
