Wikepedia defines Weather modification





Weather modification is the act of intentionally manipulating or altering the weather. The most common form of weather modification is cloud seeding.

However, the program's success was also limited by the fact that it was difficult to precisely predict the volume of rainfall or the area it would affect.

The program was shut down after public pressure and legislation was passed in 1974 to ban weather control for combat purposes. 
 
Why the conspiracy theories?

As of recently, they seem to be proven true more often than ever before.  There's no question that weather manipulation has been historically attempted and has increased in ability and motivation to perform on a large scale.
